Hugh Waddell maintained a law office, not standing, at the extreme northeast intersection of West King and North Wake Streets. He was an alumnus of the University of North Carolina and served as a North Carolina State Representative, Senator and Lieutenant Governor. He served in the House 1828-29, 1835; Senate 1836-37, 1840-41, 1844-45, 1846-47, 1848. President of the Senate (Lt. Gov.) 1836. In politics he was a Whig.

He was son of John W. and Sarah Nash Waddell, and grandson of Gen. Hugh Waddell and Gen. Francis Nash.

In 1842 he opened a school in Hillsborough to prepare young men for the bar. He lived at Seven Hearths until 1853, when he moved to Chapel Hill and put Seven Hearths on the market. He practiced law in Hillsborough until 1867 when he moved to Wilmington to live with his son Alfred, also a lawyer.
